It removed hemp from the definition of marijuana. This meant that hemp-derived products lost their status as a Schedule 1 drug, so long as they have less than 0.3% THC.

2019: The Alternative Crop Research Act was implemented once the KDA issued regulations. Later in the year, House Bill 2167 was signed into law. It authorizes the commercial sale of hemp and hemp-derived products that contain less than 0.3% THC. It also clarifies that hemp and hemp products are not controlled substances.  

CBD Laws In Kansas: What They Mean

Unfortunately, these laws aren’t as straightforward as they may seem. Under Senate Bill 282, only isolates (CBD with no THC) were legal. That meant full-spectrum products (which contain less than 0.3% THC) were illegal.

House Bill 2167 came along and seemed to open up the doors for full-spectrum products, which would be in-line with the federal definition of industrial hemp. 

However, the regulations set in place under House Bill 2167 are not yet in effect, because the Kansas Department of Agriculture has not yet submitted a commercial hemp plan to the USDA for approval.

This means, as of now, only isolates are legal in Kansas. It seems that hemp-derived CBD products containing any amount of THC (no matter how small) will not be legal in the state until the state plan is approved by the USDA.
