2018: In the middle of the year, Governor Doug Ducey signed Senate Bill 1098. This bill provided funding for the Arizona Department of Agriculture to start an industrial hemp pilot program. Through this program, universities and those with a license could cultivate industrial hemp with less than 0.3% THC. Later this year, the 2018 Farm Bill was signed by President Trump. This bill broadened the opportunities for hemp and hemp-derived products on a national level. The 2018 Farm Bill removed hemp from the definition of marijuana, which meant that hemp-derived products (with less than 0.3% THC) lost their status as a Schedule 1 drug. 

2019: The Arizona Peace Officer Standards Training Board made a statement clarifying that it did not consider the use or possession of hemp-derived CBD products with less than 0.3% THC to be illegal. 

CBD Laws in Arizona: What They Mean

What this tells us is that industrial hemp-derived CBD products are legal in Arizona, so long as they contain less than 0.3%. CBD can be extracted from stalk fiber, hemp mature stalks, and sterilized seeds. However, the regulations around these hemp-derived products are still underdeveloped.
