2017: Senate Bill 603 was passed in the state. It directed the Department of Agriculture to adopt regulations to create a hemp pilot program. This program would study the growth, cultivation, and marketing of industrial hemp.

2018: President Trump signed the 2018 Farm Bill. This bill broadened the opportunities for hemp and hemp-derived products on a national level. The 2018 Farm Bill removed hemp from the definition of marijuana, which meant that hemp-derived products (with less than 0.3% THC) lost their status as a Schedule 1 drug.

2019: The state passed Senate Bill 893. This establishes a pilot program for hemp production, in which growers, processors, and manufacturers could be licensed. It takes on the same definition of “hemp products” as defined in the 2018 Farm Bill (those having no more than 0.3% THC). 

CBD Laws in Connecticut: What They Mean

Hemp-derived CBD products are legal in Connecticut, so long as they contain no more than 0.3% THC. Marijuana and marijuana-derived products are not currently legal, except in the case of medical needs. 

The regulations around hemp and hemp-derived products in Connecticut are well-established. Manufacturers are required to get their licenses through the Department of Consumer Protection, and growers and processors are required to get their licenses through the Department of Agriculture.
