2014: President Obama signed the 2014 Farm Bill, a bill that allowed for the research of industrial hemp, under certain restrictions. 

2015: House Bill 2154 was passed in Oklahoma. It created Katie and Cayman’s Law, which allowed qualified patients to access medical CBD to treat severe epilepsy and other permitted conditions. It also amended the definition of cannabidiol (CBD) in the state, excluding it from the definition of marijuana, so long as it contains less than 0.3% THC. 

2018: House Bill 2913 was signed, which created the Oklahoma Industrial Hemp Agricultural Pilot Program. The program is overseen by the Oklahoma Department of Agriculture, Food, and Forestry. It allows licensed individuals to grow and cultivate industrial hemp for research purposes. Later in the year, the 2018 Farm Bill was signed by President Trump. This bill broadened the agricultural and commercial opportunities for hemp and hemp-derived products on a national level. It removed hemp from the definition of marijuana. This meant that hemp-derived products lost their status as a Schedule 1 drug, so long as they have less than 0.3% THC.

2019: In Oklahoma, Senate Bill 868 was passed, which moved the hemp pilot program into a full-fledged commercial program. It gave the Oklahoma Department of Agriculture, Food, and Forestry permission to develop and oversee the commercial hemp program. This meant the 2019 growing season still operated under the pilot program, and that the 2020 season would operate under the new commercial program pending approval from the USDA. The bill also confirmed that CBD oil was not considered marijuana. Senate Bill 238 was also passed. It established certain labelling requirements for CBD products.
